Quick answer

The neighbors in 30 Floors Up are talkable characters, and the game's own pitch says to help them. We've met Daniel (knocks on Night 0), Ruth and Sam Okafor, Mara (across the balcony gap, with a radio), Arthur Hale (the roof key), Eli (hiding, wants the hallway checked) and Ward (a voice on the relay band). Always check the peephole first.

Who they are and what they said

NeighborWhat we saw in the footage
DanielNight 0, 21:30: someone knocks and a timer shows how long they'll wait. Check the peephole, unlock with F, let him in and close the door. His advice: keep the noise down and they stay put.
Ruth OkaforIn the hallway she says "Don't use the stairs - the west stairwell's full of them", and in another scene "Is that it on the pile? Oh, bless you - hang on!"
Sam OkaforThe prompt Talk to Sam Okafor appears in the hallway near the Okafors' flat. A locked door in the same scene reads: the Okafors' private rooms, nothing you need in there.
MaraObjective Food for Mara's radio: hand Mara 2 portions across the balcony gap (hold the food and hand it to her). She says: "Thank you". Later: "and someone called Ward comes on at seven, on the relay band".
Arthur HaleIn a hi-vis vest. Greeting: "Sit a minute - there's things you should know." Dialogue options include: Let me look at your hand, Your note mentioned the roof key, Anyone else still up here?, What do you know about the building?, Come up to 3004 with us.
EliObjective Talk to Eli. He asks "...Is it quiet out there now?"; answer "The hallway's clear." Then he says "Wait... don't leave me here."
WardNot met in person. Mara says he comes on at seven on the relay band; the radio is tuned to the North Relay Band.

Mara's radio and the 19:00 broadcast

The objective Mara's radio reads: switch it on at low volume shortly before 19:00 and close the doors, because loud radios draw them in. The radio item shows its battery (38% in the 13 Tips run, 37% in the co-op run), a Tune: North Relay Band prompt and a Fit fresh batteries prompt (hold T).

On Day 2 in the co-op run the objective was Wait for 19:00: static for now, turn it off to save the batteries and back on just before seven. A city emergency message on the radio said it was recorded at oh-six-hundred hours on Day Two, and Mara says Ward comes on at seven.

The Custom Music Radio game pass description says the infected hear any battery radio, so the in-game warning and the pass text agree: loud radios attract zombies.

Talking to people safely

The door gives you three actions: unlock (F), the peephole (R) and the door chain (T), and the Night 0 objective Lock up for the night asks you to check the peephole before you answer. Use the same habit for every neighbor.

Eli's line shows why: he asks whether the hallway is quiet, and at the end of the same exchange pleads not to be left alone. The game treats noise and company as two separate costs.

Why help them at all

The game description says: help your neighbors, uncover secrets, and choose your escape. Arthur's roof key and the Ward broadcast look like the secrets, but we haven't seen where they lead, so we aren't guessing at the ending.

In STVELAW's co-op run the group gave a neighbor food and got a radio in return, so at least some of the help comes back to you.

Dealing with neighbors

  • Peephole first, every time. It's the Night 0 objective for a reason.
  • Keep food back for Mara's radio: the objective asks for 2 portions across the balcony gap.
  • Turn the radio off between broadcasts to save the battery, and keep the volume low before 19:00.
  • Ruth's warning is concrete: the west stairwell is full of zombies, so don't use it.
  • Talk to Arthur about the roof key; it's his own line in the dialogue list.
